Thomas Fellows and the Colorado Ped Patrol routinely fai l to provide the entirety of the ‘evidence’ they collect when conducting their contacts... There exists a lack of cooperation from the Colorado Ped Patrol who have failed to turn over all physical evidence which include the video(s) of their interaction with Samuel. Based on the information currently available to me, there exists a lack of specific reliable information and physical evidence to support a criminal prosecution in this matter.
